Pradhan Mantri Gram Sadak Yojana is a scheme fully sponsored by Govt. of India. This scheme falls under the Ministry of Rural Development (MORD), Govt. of India (National Rural Road Development Agency) & is implemented by respective states. This scheme envisages imparting all weather road connectivity to unconnected habitations of 500 & above population in normal area & 250 & above population in tribal / hilly area. About 3,50,478 habitations in the country & 7443 habitations in Gujarat were unconnected (i.e. without all-weather road) at the start of the scheme. Habitations of 500 & above population with WBM road connectivity (with no bituminous surfacing) in the district may be considered for up-gradation in PMGSY if that district has achieved full connectivity for 500 & above population. The fund Corpus is created from part of the amount collected from the cess being levied on sale of diesel. The annual allocation to the state is mainly based on the backwardness in terms of connectivity of each State. State has carried out new connectivity and Upgradation works under PMGSY – I and Upgradation works by widening of prioritized through routes under PMGSY –II. After successful completion of PMGSY – II, Ministry of Rural Development has announced PMGSY – III in the budget of year 2018-19. The guidelines of PMGSY – III is under finalization, after which, the same will be implemented in the state.

The state of Gujarat is always ahead of national average in terms of Road network and achieved more than 99% village connectivity in the state. After successful completion of PMGSY – Pradhan Mantri Gram Sadak Yojana, The Govt. of Gujarat envisage the need for strengthening of rural roads network infrastructure in the state and planned for “ Mukhy Mantri Gram Sadak Yojana” in year 2016-17. In the state of Gujarat there is strong road net work infrastructure of 1,11,560 Kms consisting of various categories of roads i.e. NHs, SHs, MDRs, ODRs, VRs etc. , out of which 89,792 Kms (almost 80%) are rural roads. The “MMGSY” is intended to expand and strengthen the Rural Road Infrastructure. This scheme is targeting second or third useful connectivity to villages / hamlets in view to strengthen the network.
